The United States and the Government of Hungary cooperated to create International Law Enforcement Academy in Budapest, Hungary, in 1995.

ILEA supports law enforcement training in Central Europe by offering training opportunities to law enforcement personnel from 26 countries in Central and Eastern Europe and Central Asia through seminars and courses on leadership, personnel and financial management, human rights, ethics, the rule of law, management of the investigative process, and other contemporary law enforcement issues.
